In the case of the non-op detector, the DS tells the crew that it's a test and instructs them to
resume track speed. Only rub there is that under the rules since the guy in the bushes hasn't
offered a roll-by and the detector is off the train is required to run to the nearest operating
detector and NOT resume speed until the detector gives a clear test. The DS does not have the
authority to override the rule book.
