That's correct, Rich. Years ago when I was a brakeman for Clyde Gambol on the old SP west End (LA to Indio) we went by the hot box detector in San Gabriel, CA. and the light was out. Clyde called the head end and told the engineer to "bring 'er to a stop". Two trainmasters were out testing and told the engineer to hiball as they had turned the light out for the test. Clyde got on the radio and asked if they had rolled the train by and they said "no, we didn't". Clyde told the engineer again to stop the train so we could inspect it. The two TM's had a conniption and said it was just a test. Clyde said "We will inspect the train, as you guys do not know if we had a hot box or not". They threatened him with their childish BS, but Clyde was right in standing his ground.
