Your facts are wrong.

"California" did not shut down the San Onofre plant.

SoCal Edison did, after they determined that it would prohibitively expensive to repair or replace the leaking steam pipes on the 22-month old steam generators supplied by Mitsubishi Heavy Industries. The steam pipes were supposed to last many years, but it was determined that between 10 to 20% of the interior metal alloy worn away in less than 2 years.

And, the San Onofre plant sits less than 50 feet above the Pacific Ocean, highly vulnerable to an earthquake and tsunami, like the Fukishima plant near Tokyo.
Not to mention San Onofre is located a few miles from the US Marine Corps' Camp Pendelton.
Shutting down the decades-old San Onofre plant was a very prudent decision.
