Whatizit on the UP

On a recent trip through eastern Washington on the Ayer sub, I noticed these new 'devices' on all the CP's / signal bungalows. While I am familiar with the usual antennas, anemometers, temperature probes...this one struck me as new and different. It is a cylindrical black device mounted vertically on the end of a pole as seen on the far left of the photo below.

I haven't seen these anywhere else on the UP in my travels.

Any ideas?
