I grew up on SF at 16th and Judah, the city was going to get LRVs soon and determined that a semi-exclusive right of way was needed to keep them on schedule in the avenues. This 1147 is running at 14th and Judah on the new right of way. We can also see the temp cross overs to allow construction to progress towards 19th avenue.

In the end the exclusiv3e right of way did not pan our and only the section between 9th and 19th avenues was ever build.
