Railroads have lost many of these traffic market shares because some folks don't have problems with trucks paying between 10% and 30% on the dollar of their cost share of building and maintaining the public roads they use. If the market had been a level playing field in the first place, the NWP would still be in operation. Thanks to the largess of the taxpayers, the truckers get to tear up 101, and the railroad sits idle.
