BARTD's wheels are steel tired with aluminum centers (the entire hub and plate structure). The joint between the tire and center is a very loose fitting screw thread, and an elastomer is injected into this space to keep things tight. That and the less dense nature of the aluminum add up.

Overall, resilient wheels, particularly the TRC super resilient type, are a lot quieter (Bochum wheels are noisier than the TRC super type)).
