Actually, it sounds like (as with RT) they found that actually maintaining the line helps. Once you own the equipment it isn't really practical to do major modifications, so you have to work on what you can -- the track. In BART's case, at least they appear to have all the same wheel "contour" so grinding the rails more often to match (and patching up other things) might actually help.
