Barging
1) Immense dredging needed at Tillamook or Nehalem Bays. Barge needs 16' draft for 20 car barge, 20-24 for kind of barge ARM using to Alaska.
2) Longshoremen at Coos Bay Expensive labor.
3) Port Coos Bay has its hands full and is really not interested. W/O Coos Bay Branch fixed, still ro answer to problem.
4) Astoria out. No rail service, doesn't want regular freight service
5) Tongue Point maybe but not likely. Privately owned, small space, needs dredging from channel to docks.
6) Every mile upstream gets moere expensive to boat.
7) No dloat bridges, no infrastructure. All ideas-BIG, BIG, BUCKS. Equal to or exceeding $ to repair existing line.
