Larry, you're making the same point that I am and that if a private owner won't do it, you don't
want to abandon it and it has value to the public you make it some form of public entity. At that
point the question of funding rears its' ugly head. Too often politicians just figure that some
how taxes will cover everything and that's that. But in the case of something with what appears
to have special interest only use ie the shippers than the taxpayers need some form of relief. So,
you tell them that you're getting trucks off the road and that's a benefit. Then what, well you
could do a surcharge on the cars and a local diesel tax to offset what the truckers would handle
or some form of toll or road tax to the truckers. You would need something to keep the traffic on
the line yet pay for keeping the line up. It's a little more complicated than it would seem.
