The biggest obstacle to rail on Geary is BART and its allies who insist on a full subway to the Beach and who quietly but effectively oppose any meaningful improvements otherwise. Complicating matters are the boulevard design and heavy traffic and the recalcitrant merchants perennially worrying about losing parking.
Fillmore and Masonic underpasses resist solution and IMHO light rail in the median in the outer Richmond will require pedestrian overpasses. Unless you want to see little old Chinese ladies getting run over. With distressing regularity.
I suggest the best solution is conversion of the #38 to trolley buses straightaway and storage of vehicles at a greatly expanded Presidio Yard-Geary Carhouse. Eventually a trolley bus subway(light rail ready)from the west side of Cathedral Hill inbound and crossing Market at the mezzanine level at 3rd St. Curb loading would be retained west of the subway same as with current operations. Much safer.
I like the idea of a tunnel from the north side of Fillmore at Chestnut to connect to the portal of the Geary subway. Voila Marina express to downtown. Some #31's could also be shunted a couple of blocks over to the same portal and express it downtown.
