Paul's comments are very correct and that was my point-you can no longer have your cake and eat it
too. You let the government fix the line under whatever financing means they choose and you take
the tax consequences, or, you try to find a true private operator who can internally fund the
venture, or, you let it go. The second choice is unlikely, the third choice is probable and the
first choice may finally have to listen to the voters.
