I'd say SMART gave NWP the one finger salute when it went to 115lb. rail instead of SP's 136.

SMART is stockpiling sales tax money and holding off on opening up because it knows the funds will bleed once ops begin. Then they will try to go after bus subsidy funds and the fur will fly.

I suspect GGT will take over SMART in time.
