Camp sites over the years - legal and not:

Rock Creek above the trestle in the Feather River Canyon - good little flat area you can back into and it's legal
Cape Horn above Colfax, CA if the gate's opened - definitely not legal
Silver Zone - lots of locations that I'm sure are legal and have great views - on UP/WP Salt Lake line
Shafter - along the Nevada Northern ROW near UP/WP line to Salt Lake - should be legal
Hawlie at the siging near the B & L on UP Canyon Sub
Sacramento River Canyon near Dunsmuir - lots of campgrounds
Odell Lake in Oregon - great state CG near railroad tunnel on UP Cascade Sub....lots of great hiking and good roads to great rr views
My Favorite - Jalama County Park on the UP coast line near Lompoc -
I have more....
