First things first: Most railroad property extends at least 50 feet from the center of the nearest track.
Real offerings:
Scenic: Cross the main and siding, enter the US Forest Service trail access road - a few feet.
Berne: A very few feet uphill / West of the US 2 crossing over the Cascade Tunnel, enter the road that was the mainline to the first tunnel. Probably USFS property. Good view.
Powder River Basin:
Try high roads into cattle country; at maybe 1/4 to 1/2 mile, with binoculars and telephotos, the continuous action on the triple track is impressive.
There are virtually no grade crossings in the PRB, so rather quiet.
At several of the overpasses, there are vacant county construction yards with great views and short walks up the overpass roads. Avoid BNSF and UP construction yards.
