Wendell Cox is awell-paid and well-known shill, funded by the hydrocarbon lobby to oppose any and all rail transit/transportation. His antics are a textbook example of the use of specious methodology to buttress his pre-formed,flawed/propagandistic conclusions. I sipport reasoned and fact-based skepticism into ANY giga-project, includimg HSR, both here and abroad, e.g. Britain's HS2*, but snake-oil salesmen such as W.C. do much to discredit any such inquiry, and don't me started about the funders of this little gem, the Koch Bros., for that is for another venue.
