Parked P42 - engine running

Layman's question ...

For the last five days AMTK 206 has been parked on a short stub siding north of Portland Union Station, next to the crossovers at MP 0.5. Exhaust from the top of the unit indicates the engine has been running the whole time it's been there.

Why is it there, and why would it be left running for several days?

(It's an unusual sight -- in the four years we've lived here we've never seen anything on that siding other than MOW equipment once or twice.)
