When your timetable shows 2 Main tracks, you will have a current of traffic on them. Tack 1 may be east bound, track 2 would be west bound. If the dispr wants to run a west bound on track 1 then he has to give the train a track permit ( it was track permit before I retired, so you young guys don't need to jump on that). If the timetable calls for double track, the dispr can line the train on either track without regard to a current of traffic as there is none.
