It was finished early and under budget in 8/2013. Here are the Caltrans press release and some rewrites:

You can get a neat "before & after" view in Google maps at:

Go to the satellite view, the flip between the 45 degree & overhead views. 45 deg shows the before case. Overhead shows it just after opening, apparently, while the old tracks were being rearranged for local service (downgrade to single track and the BNSF/UP interchange tracks).
