The issue is notifying a community every time a hazmat shipment passes through a community. What are the emergency responders supposed to do, dispatch fire trucks to shadow the train? Buy reams of paper to print out all the data 24/7?
Railroads provide general information about the types of products traveling through the area so that the responders can be prepared. In addition, shippers /carriers provide extensive resources and financial support for training.
