That might explain why at least one of the UP's being parked up around Vay is a northbound, and why there was a UP wheel truck rolling north through Rathdrum, ID, just a while ago. There must be some other problem on BNSF west of Spokane, possibly a stall between Latah Jct. and Marshall. Boyer West asked a UP grain train waiting to leave Spokane if he had enough power to pull the low side through Empire. Of course, he didn't.
