Yes, EwePee's steel high cupola cabooses were unique to their original system. ( The huge side windows were not original to this design.) Many Railroads had their own ideas regarding caboose design, much as with their steam locomotive designs. Many RRs built their cabooses in - house, which contributed to their unique design. Although a few RRs in the Northeastern U.S. adopted a common caboose design, ( the " Northeastern " caboose, cabin, or hack ), there were variations even within this design, and again some RRs went their own way. The Erie did not use the NE design, choosing instead to build their own in their Dunmore, PA., shops. Future merger partner Delaware, Lackawanna, & Western built a series of steel cabooses in their Keyser Valley, PA., shops that used the underframes off of retired steam locomotive tenders !!! These beasts were designed to be used ahead of pusher helper locomotives on the grades leaving Scranton, PA.
