The track from Shelton to Bremerton/Bangor is owned by the Navy, Track from Centralia to Elma and on to Bremerton is maintained to handle trains of military weapons. Until the last couple of years there was little reason that the track West of Elma be maintained for 6 axle locos and heavy weight cars. Seems logical that some upgrades will happen sooner than later
