Portland & Western Banks Wye Project

Over on TO there was some discussion on what will happen to the Portland & Western operations once this new wye is finished.

They said that the current 663/664 that operates from Albany to Vancouver will stay on the Portland & Western via the new wye and over Cornelius Pass.

What condition is the rail in over Cornelius Pass?

Seems like the Linnton area would be very congested. The Harbor Turn already uses the large siding at Sauvie Island bridge. If the 663/664 can stay on the move I guess it would not be a problem, or if they can combine the Harbor and 663/664 as the cars would all be moving from the Astoria Line to Albany area at that point anyway.

Why do they run the 663/664 up to Tigard and into Lake Oswego vs. just using the UP main from Salem anyway? They UP main is faster and does not involve running around the train like they have to do at Tigard Now. Taking it via the new wye and Cornelius pass would avoid the run around but won't it be even slower path than it is now?
