If you look at economic analyses of the 6-Californias proposal being circulated for signatures, you'll find that two of the states created by it (SJV and Jefferson) would be the poorest in terms of household income and tax revenue of any in the US - worse than MS and WV. OTOH, they would be among the Reddest states (remember when "Red" politics were anything but Republican?) in terms of political party registration. But then ... most of the "Blue" states are "donor" states in terms of Fed taxes - they pay more than they get back ... while most of the "Red" states are the opposite. So Jefferson would still be subsidized, just not directly from California coffers.
