Canadian regulators are making the same type of noises.
So is this ineptitude, favoring one type of traffic over another, or is it recent record grain volumes following a tough winter. While it may be 90-degrees outside today it can take many many weeks to restore equilibrium on a network, which like many churches, is not pver-built to handle Easter Sunday volumes.
