Washington state primarily produces 'soft white wheat', which is used for pastries, pancakes, cakes, cookies, crackers, flat breads and cereals.
There are 3 other major types of wheat that are mostly grown elsewhere, and used for products like yeast breads and pasta. More here from the Washington Wheat Commission: [admin.aghost.net]
My guess is that some kind of specialty wheat, perhaps a lesser used organic product, is the product being moved here.
