Tunnel 13 has been open for a couple years. The money came from more than just CORP; I'd heard insurance, Rail America and UP also ponied up something.

The decision to cut service between Medford, OR and Montague, CA is a business one instigated by CORP and Rail America's new handlers at Fortress Investments. IMHO, if Fortress had owned RA when the tunnel burned, there would have been no tunnel repairs.
