Being dark the sun heats up the wood, and the creosote, injected under super high pressure into the wood, also heats up and oozes out. As the creosote oozes out and is exposed to the sun, the more volatile liquid hydrocarbons evaporate, and it develops a "plastic" tar like consistency, it even becomes hard over time. Take a look at RR ties and you'll probably see something similar.
