I was leaning toward the Terminal Island folks, but having only one bridge visible rules that out for a recent shot (within the last 50 years or so). Two drawbridges are adjacent to each other there: the railroad and the freeway. Freeway has been there since the 1960s if not late 50s. Picture only has one. Although - if it's an old picture (early 1950s or before) then the freeway would not be there and the picture would be possible.
It *might* be Sacramento, but a long time ago. But where? Sac Southern has been surrounded by trees and freeways for a long long time. In a thorough peruse of Google, I just don't see where you would get that angle on the Tower Bridge (assuming it was painted gray at some point). Hmmm ... but maybe it's on the West Sac side which was more industrial until a short time ago?
