To give Moyers at least a running start, there's a fine line between having the state of California tax you on every switch, tie, tie plate and other landhold improvements vs the need for
those improvements. I don't think Moyers was the third cousin of @#$%& but rather just another
very short sighted businessman who is looking at his year end bonus rather than the future of his
company.
