UP Eugene New Construction

Does anyone know for sure what the new construction is for, at the North end of Eugene, Oregon UP yard? They are working day and night. In one place they are building up the grade with large rocks, making a foundation for something, in part of the departure yard area. I did hear rumors of them putting a small hump back in over there. After years of seeing UP tear the place down, it is unusual to see them build anything with so much enthusiasm. Anyone hear anything?
