Most of these are related to installation of PTC, CN will be fined for not installing PTC, and based on this it appears that violating FCC laws is cheaper than violating FRA laws.
BNSF has complained for a couple of years that installing PTC was being delayed greatly by the FCC permitting process and EPA permitting laws.
