AB 2928 (Torlakson), Chapter 91, Statutes of 2000, created the Traffic Congestion Relief Program (TCRP), which designated $60 million for NCRA. Of the $60 million, approximately $30 million has been allocated to NCRA, according to the California Transportation Commission (CTC). Included, in the CTC's allocations, was $5.5 million to repay a portion of a Federal Highway Administration (FHWA) $12 million loan to NCRA. The loan was made to acquire the Northwestern Pacific (NWP) railroad right-of-way south of Willits to the national rail interchange south of Napa, a 142-mile segment.
