A bit out of context, but 1000 hp (which is about 750 kW) per axle has been common standard for electrical locomotives for more than 50 years; current high-performance electric locomotives (such as the Siemens Taurus, or the high-powered Bombardier TRAXX) have 1600 kW per axle. They reach that output at 80 to 100 km/h; below that speed, adhesion is the limiting factor; above that speed, it is the power output. That speed is the point in the v/t diagram, where the line switches from a horizontal straight line to a hyperbole.
