It's not clear in the scenario report how much tsunami damage would be expected inside Humboldt Bay. Certainly some, considering the likely ground movements (coastline subsiding) and size of the tsunami (somewhere around 10m?). Unless the wave is big enough to come over the dunes, though, I suspect some of its energy will be wasted getting into the bay and wrapping around to Samoa. If you are really interested, you might want to talk with some of the geologists at Humboldt State - they developed a lot of the fundamental information about N.Coast earthquake and tsunami hazards, and characterized the subduction zone hazard well before it became general news (actually, more than 25 years ago). Lori Dengler (google the name) led a lot of the key studies.
