Jim,
I am just a guy with a camera. I have no connection with the Santa Cruz & Monterey Bay Railway.
Regarding the Santa Cruz & Monterey Bay Railway (SC&MB) partnering with Santa Cruz Big Tress & Pacific (SCBT&P). That has already happened. This past summer the worked together to clear the Davenport Branch for the steam event.

They even ran steam all the way out to Seascape.

SC&MB and SCBT&P will be able to run steam all the way to Davenport after the RTC repairs the burnt trestle at milepost 23.54 and SC&MB brings the tracks up to minimum Class 1 standards. This could happen by next summer.
