I liked Theodore Roosevelt's approach to the health & safety issues in the Meatpacking & Slaughterhouse industry. After reading Upton Sinclair's The Jungle, Teddy was so horrified that he went to see for himself. Upon confirming that the horrible conditions Sinclair described did indeed exist, Teddy called in the heads of Swift, Armour, Rath, Hormel, et al, and gave them 6 months to fix the problems themselves. When the companies didn't or couldn't get it done, ( i.e. -- co$t too much $$$), Teddy came up with the Meat Inspection Act.
Perhaps a similar approach would work with U.S. railroads ??? After all, they did learn how to cooperate during World War 2, so as to avoid being taken over by the Federal Government again as did the USRA in World War 1.
