According to Worldatlas.com, Eureka is actually closer to Honolulu than San Francisco is (2374.98 miles vs. 2390.68). That's probably the shortest tunnel to Hawaii from a US port.

The Eureka route would also provide lots of jobs restoring the NWP (or building a new line from Red Bluff), continuing employment for track maintenance, and various other economic stimuli such as those claimed for the line being built in the Central Valley as the first part of the project.
