Caltrain Horns

So my new job is right next to mainline in Burlingame and I hear the trains all day long. I know the Caltrain horns were modified to not be so loud, but they sound horrible and to be honest they still seem to be about the same volume as the UP horns when the Mission Bay & Broadway local roll by.

Was this just a screw up by Caltrain that they never really rectified? I really wish they could go back to a nice 5-chime setup...
