I believe FEMA used some AMTRAK cars for special trains to move people who wanted to move from New Orleans to Houston before or after Katrina or during another hurricane
Houston was willing to accept people and no one was forced to take the trains.
I also think FEMA may have some limited plan to evacuate people out of major cities before or after disasters using AMTRAK or commuter rail cars.
I'm not sure but FEMA MIGHT have some legal authority to order reluctant railroads to suspend freight service to run the passenger trains if the situation is serious enough.
All of this could be interpreted by conspiracy theory believers that the government has a secret plan to forcibly relocate dissidents and members of minority races or religions
