BNSF Gateway Sub OOS?

The Plumas County News web site says that a curve on the BNSF Gateway Subdivision in Greenville, CA needs to be realigned ASAP. Apparently this will be done on December 3rd and 4th.

If a curve needs to be realigned ASAP, is the Gateway Sub currently OOS? This may explain why some BNSF trains were seen earlier today in Dunsmuir.
