High switchstand

A 1941 photograph of a Des Moines streetcar line shows a switch stand rising up to a height roughly that of the overhead trolley line, with a ladder leading to the top as one leg of a big tripod with the switch stand pole in the center and the metal flags at the top. Anyone know why such an arrangement?

(The photo is on a Facebook page for a closed group, and I don't have permission of the owner to reference it here. Perhaps I can obtain permission if it's necessary.)
