Oh Noes It Could Have Been An Oil Train!

The Bee is a little late to this particular story, or at least Tony's writeup is. But the FRC line is in an unstable area, and derailments will happen. If UP runs oil trains there (or BNSF on trackage rights), there is some legitimate concern. Whether (as some legislators want) that means banning oil trains from entering California (since all rail lines entering CA run through mountains and near waterways and near people at some point) - well, that would be kind of dumb if you don't want the gas price difference (CA vs rest of US) to jump from its current ~$0.50 to several dollar$ quickly (which a few voters might object to). And given Federal control over railroads and interstate commerce the state legislators/regulators/governor can't do it anyway.
