Post-Panamax probably will have an effect on West Coast ports (not just POLA/LB). But not so you'd notice. Basically, stuff that isn't time-sensitive will stay on the boat to the East or Gulf Coast, but it'll take a while to get there. Stuff that *is* time-sensitive, and most retail is, will still get dropped on the West Coast and trucked or railed inland, because it's faster at least for the western half or more of the US.
