Union Pacific speed signs--3 speeds displayed?

Received a 2015 Inland Empire Railway Historical Society calendar and one of the photos shows a Union Pacific mixed train and in the photo is a UP speed restriction sign that shows 3 speed limits 45, 35, 25. I am familiar with speed boards that show freight and passenger speeds, what is the third speed for? Thanks in advance to those who reply.
