Haven't heard that before. Since the LA City Hall was built during 1926-28, it shouldn't be a surprise being dictated the tallest after '33 as designing buildings taller than that and take earthquakes hadn't come into play. By the way, during the 1998-2001 period, LA City Hall had gone thru a seismic retrofit, basically riding on "springs" located in the basement among other retrofitting.
