IMHO, this has nothing to do with washing the train, but with de-icing the station area, using either hot water, or a water/glycol mix.

On a second thought, it could have something to do with the train, namely loosening the compressed snow buildup on the undercarriage and the secondary springs of the bogies. When such build ups fall off, they can throw ballast around, and cause serious damages to the train.
