If the RR is trying to catch someone on the bridge why don't they have someone watching from nearby to alert police? I don't think it's a high priority for police to stakeout the bridge for any length of time. It wouldn't be a high priority for them. Someone on the bridge might see or hear the engine in the distance and leave. I'm not from the area so I don't know when the engine would be visible or heard in the distance
