The county line (and boundary between Albany and Richmond) is essentially Cerrito Creek, which runs along the north side of Albany Hill. In the tidelands it seems to be a straight line, which makes sense since tidal channels do change over time.

It's interesting that El Cerrito has no bay frontage. There is at least one other East Bay city which is "landlocked".
